Bill was born in Buffalo, New York. He graduated from Union College in Schenectady, New York in 1978 and earned his MBA from Florida Institute of Technology in 1988. He served as a Supply Officer in the Navy and is currently a retired U.S. Naval Reserve Officer.

Bill's civilian career included supply and logistics analysis positions with Tracor, Inc., and EG&G Washington Analytical Services Center in Arlington, Virginia. He began his Federal career in 1989 as a Supply Systems Analyst in Arlington, Virginia. He transferred to the Defense Finance and Accounting Service (DFAS) Cleveland in 1993 and is currently employed with DFAS as an Information Technology Specialist with the Defense Military Pay "Office" (DMO) Project Office, a division of the Military Pay (MILPAY) Systems Transformation Program Office. He was competitively selected in May of 2008 for a DFAS Lean6 Black Belt developmental assignment.
